Grid Connected Renewable Energy
and Distributed Generation Partnership
Funded by the U.S. Department of State as part of the Asia Pacific Partnership
The purpose of the “Grid Connected Renewable Energy and Distributed Generation Partnership” (RE and DG Partnership) is to help overcome the resistance of major Indian power sector stakeholders to RE and DG projects by identifying and removing policy, technical, and operational barriers. The RE and DG Partnership will focus on three major Indian states and will last 12-15 months. USEA is currently considering Gujarat, Punjab, and West Bengal.
Objective
To promote policy and regulatory changes and encourage incentives to accelerate the development and interconnection of renewable energy and distributed generation projects into the Indian power system.
The RE and DG Partnership will have three central components:
- Handbook on Best Practices for Successful Deployment of Renewable Energy and Distributed Generation in India;
- Three four-day workshops in India – the first one is tentatively scheduled for March 2008; and
- Executive exchange visit to the U.S. for India energy officials – tentatively scheduled for Fall 2008.
Handbook
USEA created a Handbook on Best Practices for the Successful Deployment of Renewable Energy and Distributed Generation in India based on best practices found in the U.S. and other countries on the following topics:
- Financial issues including tariff pricing, incentives, and insurance;
- Interconnection technical issues including equipment requirements and system protection/stability; and
- Policy, regulatory and legal issues.
Workshops
The workshops, to be held in three different Indian states, will focus on specific renewable energy and/or distributed generation projects in those states and key issues that affect the interconnection of renewable energy/distributed generation projects. The workshops will provide venues for open discussion between all entities involved (utilities, regulators, developers, government officials) on mechanisms to maximize the deployment of RE and DG projects.
Executive Exchange
The RE and DG Partnership will also include an executive exchange to the United States with key representatives of the three Indian partner states to view current technologies, visit specific sites where RE and DG units are grid connected, and speak with policymakers about legal and regulatory frameworks that encourage the use of RE and DG technology.
