Background

With few indigenous energy resources and rapidly growing demand for energy, the Turkish government has targeted energy efficiency and conservation as a key component of its national energy strategy, along with the diversification of energy supplies from renewable energy sources. Turkey’s energy intensity of 0.36 is nearly twice as high as the EU’s average of 0.20, an indication that there is ample opportunity for improving energy efficiency.

Toward this end, the Government of Turkey passed landmark energy efficiency legislation in May 2007 to stimulate and encourage greater efficiency in the energy economy. The World Bank has established a $600 million lending facility through the Industrial Development Bank of Turkey and the Development Bank of Turkey for renewable energy and energy efficiency projects.

About the Orientation Visit

The U.S. Trade and Development Agency is sponsoring an Orientation Visit to the United States for 15 Government of Turkey officials and private sector representatives on the subject of energy efficiency in public buildings and the development and operation of energy service companies. The Orientation Visit will provide an opportunity to discuss potential ESCO projects with U.S. companies and to examine the federal and state level policies, laws, regulations and incentives that support the use of energy service companies (ESCOs) and energy service performance contracts (ESPCs) to improve energy efficiency in public buildings.

USTDA Nationality Requirements

Participation in the Business Briefing is limited to U.S. firms, defined as:

"a privately owned firm which is incorporated in the U.S., with its principal place of business in the U.S., and which is either (a) more than 50% owned by U.S. individuals, or (b) has been incorporated in the U.S. for more than three (3) years prior to the issuance date of the request for proposals; has performed similar services in the U.S. for that three (3) year period; employs U.S. citizens in more than half of its permanent full-time positions in the U.S.; and has the existing capability in the U.S. to perform the work in question." –USTDA Nationality, Source and Origin Requirements.
