Biography: 

Albert Doub serves as a Program Director for USEA’s activities in Europe and Eurasia under the USEA/USAID Just and Secure Energy Transition (JSET) cooperative agreement. In this capacity, he manages program staff to implement activities, develops workplans and budgets, procures consultants, and ensures compliance with USAID regulations and reporting requirements.

Prior to JSET, Albert served as a Program Director for the 10-year USAID/USEA Energy Technology and Governance Program (ETAG) cooperative agreement where he directed two major components focused on regional natural gas transmission network planning and electric distribution operations.

Albert has over thirty years of experience developing and administering international capacity building energy programs with U.S. government agencies including the U.S. Agency for International Development, U.S. Department of Energy, U.S. Department of State and U.S. Trade and Development Agency. Programs have focused on electric and natural gas transmission and distribution network optimization, market transformation, clean energy integration, technology transfer and investment promotion.
