Jim Cater is Director of Economic and Financial Policy at APPA. He has broad and deep experience in the electric utility industry covering market analysis, project evaluation, cost of service and rate making, energy trading and integrated resource planning. Before joining APPA in September 2013, he worked for several investor-owned utilities, most recently as Director of Power Supply and Economic Analysis at Central Vermont Public Services Corp. He holds BA and MA degrees in economics and is a Chartered Financial Analysts (CFA).
