Vice President, Policy, Government and Public Affairs

Joseph M. (Joe) Naylor, 56, is vice president of Policy, Government and Public Affairs for Chevron Corporation, a position he has held since April 2016. He is responsible for U.S. and international government relations, all aspects of communications, and the company’s worldwide efforts to protect and enhance its reputation.

Previously Naylor served as vice president, Strategic Planning, for Chevron Corporation and was responsible for advising senior corporate executives in setting strategic direction for the company, allocating capital and other resources, and determining operating unit performance measures and targets.

Prior to that role Naylor was general manager of Upstream Strategy and Planning, and has also held a number of positions of increasing responsibility including general manager, Business Development Projects, Corporate Business Development; chief executive officer and chief operating officer, Sasol Chevron, London, England; vice president, Strategy, Planning and Business Support, Chevron Global Gas; general manager, Supply Chain Optimization, Europe and West Africa marketing and refining, London, England; and other trading and operations positions.

Naylor serves on the board of directors of the California division of the American Cancer Society.

Naylor joined Chevron in 1982 as a process engineer. He earned a bachelor’s degree in chemical engineering from the University of Michigan in 1982.
